What’s changing

  • Deposit fees:

    • A 5% fee is charged on all deposits. This fee is deducted at the time of deposit.

  • Withholding Tax (WHT): We must deduct a 25% tax on each Sports and Virtuals betting win, calculated on each taxable winning (payout minus stake), when your bet is confirmed as a win.


Why This Change?

The 25% Withholding Tax (WHT) is mandated by the Government of Rwanda to regulate the betting industry and contribute to public revenue from 1 September 2025. This tax is applied to net winnings, calculated on each Sports and Virtuals bet, where the payout exceeds the stake.

This change applies to all licensed betting operators in the country.

betPawa is committed to transparency and ensuring all players understand applicable taxes and fees.


How WHT works

Net taxable amount = Payout − Stake (for each winning bet where the payout exceeds the stake).

We deduct 25% of the taxable winnings for each winning bet as soon as the win is confirmed.


Worked examples (summary):


WHT on a winning bet:

  • Stake: 3,500 RWF

  • Payout: 6,500 RWF

  • Taxable winnings: 6,500 − 3,500 = 3,000 RWF

  • WHT (25%): 3,000 × 0.25 = 750 RWF

No WHT when there are no winnings:

  • Stake: 20,000 RWF

  • Payout: 20,000 RWF or less

  • No tax is applicable


Mobile money withdrawal fees

  • MTN RWF 150 per withdrawal (network fee)

  • Airtel RWF 90 per withdrawal (network fee)


FAQs

Is this a new betPawa fee?

No. WHT is required by Rwanda law and applies to each Sports and Virtuals betting win.


Where can I see my numbers?

On the bet confirmation and transaction history screens, you can view the stake, payout, and WHT deducted for each winning bet.
